Training course topic: ISSA Guidelines on Error, Evasion and Fraud in Social Security Systems

The ISSA Guidelines on Error, Evasion and Fraud in Social Security Systems address the issue of the acceptance, as well as compliance, by beneficiaries and those who pay contributions and taxes. These guidelines aim to cover all the complex risks of error, evasion and fraud, based on a risk management approach and model. This model presents a framework to be used as a tool to help to tackle the challenges and risks of error, evasion and fraud. The risks are prioritized based on their relevance to the sustainability of social security institutions and go beyond financial considerations to include factors that have an impact on the credibility of the institution and public confidence in the social security system.
