The COVID-19 pandemic has posed new challenges. At the Brazil’s National Social Security Institute (Instituto Nacional do Seguro Social – INSS), in-person services were suspended on 20 March 2020.

Prior to this, the INSS had already adjusted its service capacity to take account of a reduction in personnel, increased demand for its services, the overloading of its call centre (telephone number: 135) and the pension reform, among other factors.

The “Trails of Learning” are offered in the e-learning mode to provide autonomous and independent opportunities for the engagement and participation of civil servants in all educational action processes.

The initiative proposes a simple solution to the fraud problem in the social security benefits sector. After identifying that the delay in reporting deaths to social security causes billions in financial losses to public coffers, the initiative consists of using computer technology to file and communicate death in digital form and avoid the misuse of resources immediately. The creation of a digital death certificate will allow the correction of the problem and avoid paying benefits to deceased people, providing significant savings to social security coffers.

The “Seguro Desemprego Web” (Online unemployment benefit procedures) allows workers to request a benefit and appeal against any rejection using the “Carteira de Trabalho Digital” (Digital Work Life Report) application, on Android or iOS, and through the portal gov.br, without the need to appear in person before a services agency, without a prior appointment or waiting in a queue.

The National Campaign for the Prevention of Accidents at Work (Campaña Nacional de Prevención de Accidentes de Trabajo – CANPAT) is an initiative by Brazil’s Labour Inspectorate Subsecretariat, part of the Ministry of Finance – Secretariat for Social Insurance, and consists of a set of principally preventive actions designed to promote a culture of health and safety at work.

In Brazil, on average, more than 550,000 accidents occur at work every year, resulting in death, mutilation, sick leave, and permanent and temporary disabilities.

In the past, these evaluations were strictly medical and considered only biological aspects. The current model is based on a joint social and medical expert evaluation from a bio-psycho-social perspective, which recognizes existing barriers, as well as performance limitations and restrictions for persons with disabilities.

Until September 2008, the period for granting Social Welfare benefits between the MERCOSUR countries was very long, since the documents were sent by means of paper forms via conventional mail. For this reason, there was no automated control of the documentation sent or received, which prejudiced efficiency and compromised security, principally in regard of control and monitoring of the exchange of information, causing harm to those covered and generating high costs of managing the process.
