The 1993 amended law "For Social Insurance in Republic of Albania", sets out the cases in which persons are eligible for voluntary insurance.

The Voluntary Scheme is a selective scheme, free, for special cases and separate periods of time. This scheme increases the possibilities of Albanian citizens to opt for social benefits. The main goal is social insurance coverage of Albanian citizens who migrate. This scheme was created due to the low number of Albanian migrant workers protected under the national social security schemes of the countries to which they migrate.
