The Corona Prevention Monitor offers a selection of news and analysis from media and other sources around the world with regards to prevention and social security.

This platform was initiated by the ISSA member Austrian Accident Insurance Institution (AUVA) together with the ISSA’s Special Commission on Prevention and its 14 international Prevention Sections.

New Vision Zero self-check tool: Wellbeing and teleworking during the COVID-19 pandemic | Vision Zero

The japanese company IDEC, an Vision Zero Supporter who signed up on the Vision Zero website to promote safety, health and wellbeing, has developed this interesting tool to manage wellbeing in times of COVID-19. Leveraging the Vision Zero philosophy to ensure Safety, Health, and Wellbeing, this checklist tool is based on the 7 Golden Rules. It focusses on the Vision Zero aspects of wellbeing, such as a ‘lack of control’ or a ‘lack of social support’ while working remotely, as well as other factors that define wellbeing at home. It is designed around IDEC’s core values being integrity, innovation, communication, passion and harmony. A first test was conducted and the checklist was sent to over 1300 employees that currently work from home. The initial survey result showed a gradualpositive trend in the overall wellbeing of its employees, but also helped IDEC to identify areas of improvements.

COVID-19 Series: Fumigation or Disinfection, they are not the same.

We have seen people jostle for fumigation in the phase of the pandemic. Is this what we really need? Our Vision Zero Profiler  Ehi Iden doesn't think so. Fumigation is for vectors while disinfection is for micro organisms, it is as simple as that. You have the right to disinfect your offices or houses if you so desire but be careful not get swindled by pest control control agents in the name of disinfection. UN leads call to protect most vulnerable from mental health crisis during and after COVID-19 | | UN News

UN Secretary-General Policy Brief: COVID-19 and the need for action on mental health

Key messages:

The problem:

  • COVID-19 has the seeds of a major mental health crisis.
  • The mental health and wellbeing of whole societies have been severely impacted by the COVID-19 pandemic and are a priority to be addressed urgently.
  • A long-term upsurge in the number and severity of mental health problems is likely.
  • Specific populations groups are showing high degrees of COVID-19-related psychological distress.
  • People caught in fragile humanitarian and conflict settings risk having their mental health needs overlooked entirely.
  • Because of the size of the problem, the vast majority of mental health needs remain unaddressed.  The response is hampered by the lack of investment in mental health promotion, prevention and care before the pandemic.


Strategic shift (“theory of change”):

  • The historic underinvestment in mental health needs to be redressed without delay to reduce immense suffering among hundreds of millions of people and mitigate long-term social and economic costs to society.


Public policy solution:

  1. Apply a whole-of-society approach to promote, protect and care for mental health.
  2. Ensure widespread availability of emergency mental health and psychosocial support.
  3. Support recovery from COVID-19 by building mental health services for the future.

    UN Secretary-General Policy Brief: A Disability-Inclusive Response to COVID-19

    Already facing exclusion in employment, persons with disabilities are more likely to lose their job and experience greater difficulties returning to work during recovery. In most countries social protection systems offer little support to persons with disabilities and their families with much less access to social insurance. Only 28% of persons with significant disabilities have access to disability benefits globally, and only 1% in low-income countries. The increased demand for unpaid care and domestic work in the context of the pandemic is deepening already existing inequalities, which may be exacerbated for women with disabilities.

    Peru (INACAL): Guía para la limpieza y desinfección de manos y superficies en los hogares

    El Instituto Nacional de Calidad (Inacal) de Perú, organismo público adscrito al Ministerio de la Producción, aprobó la Guía para la limpieza y desinfección de manos y superficies, aplicable a nivel doméstico, como medida para prevenir la propagación de infecciones en los hogares del país. La Guía  promueve buenas prácticas para evitar la transmisión de enfermedades infecciosas, como el Coronavirus COVID-19 y proporciona recomendaciones para prevenir la propagación y supervivencia de microorganismos infecciosos.

    Sweden/Germany: Working in the pandemic - more safety and health at work!

    The Corona (SARS-CoV-2) pandemic affects social and economic life equally, employed, and unemployed. This pandemic situation is a danger to the health of an undetermined number of people and at the same time to public safety and order. It has a significant impact on everyone's life. It affects all economic activity and therefore the whole world of work. Safety and health protection and the start-up of the economy can only work in unison if a stop-and-go effect is to be avoided.

    The special occupational health and safety measures developed by the OSH consultancy and training provider aim to protect the population by interrupting the infection chains, to safeguard the health of employees, to restore economic activity and, at the same time, to create a flat infection curve in the medium term.     Cyprus: Τμήμα Επιθεώρησης ΕργασίαςΚυπριακή Δημοκρατία - Τμήμα Επιθεώρησης Εργασίας - Ασφάλεια και Υγεία στην Εργασία

    The Department of Labour Inspection (DLI) of the Ministry of Labour, Welfare and Social Insurance in Cyprus has published “Simple Guidelines  for the Protection of workers on construction sites from COVID-19” in 6 languages, Arabic, Bulgarian, English, Greek, Romanian and Turkish.

    Κορωνοϊός (Covid-19) Με την τρέχουσα πανδημία του Κορωνοϊού (Covid-19) στην Κύπρο, η επαναδραστηριοποίηση της πλειονότητας των επιχειρήσεων και των εργαζομένων πρέπει να γίνει σε κατάλληλες και ελεγχόμενες συνθήκες ασφάλειας και υγείας στην εργασία έτσι ώστε να εξαλειφθεί ή να μειωθεί στον μέγιστο δυνατό βαθμό ο κίνδυνος εξάπλωσης του ιού στους εργαζόμενους και στο κοινωνικό σύνολο. Στο πλαίσιο διαμόρφωσης κατάλληλων συνθήκων και περιβάλλοντος εργασίας, το Τμήμα Επιθεώρησης Εργασίας, του Υπουργείου Εργασίας, Πρόνοιας και Κοινωνικών Ασφαλίσεων, ενημερώνει τους εργοδότες, τους εργοδοτούμενους, τα αυτοεργοδοτούμενα πρόσωπα και τους άλλους εμπλεκόμενους για τις υποχρεώσεις τους καθώς και για τα μέτρα που πρέπει να λαμβάνονται σύμφωνα με τη νομοθεσία για την ασφάλεια και υγεία στην εργασία. Σημειώνεται ότι οι οδηγίες αυτές είναι συμπληρωματικές και δεν αντικαθιστούν τις υποχρεώσεις που επιβάλλονται με τον περί Λοιμοκαθάρσεως Νόμο και τα σχετικά Διατάγματα που εκδόθηκαν ή με οδηγίες άλλων εμπλεκομένων Αρχών. Επιπρόσθετα αναφέρονται χρήσιμες ιστοσελίδες/εγχειρίδια/οδηγοί που σχετίζονται με την επιδημία του Κορωνοϊού (Covid-19).

    ILO: World Day for Safety and Health at Work 2020 - Stop the pandemic: Safety and health at work can save lives

    Recognizing the great challenge that governments, employers, workers and whole societies are facing worldwide to combat the COVID-19 pandemic, the World Day for Safety and Health at Work will focus on addressing the outbreak of infectious diseases at work, focusing on the COVID-19 pandemic. 

    Concern is growing over the continuing rise in COVID-19 infections in some parts of the world and the ability to sustain declining rates in others. Governments, employers, workers and their organizations face enormous challenges as they try to combat the COVID-19 pandemic and protect safety and health at work. Beyond the immediate crisis, there are also concerns about resuming activity in a manner that sustains progress made in suppressing transmission.

    The World Day for Safety and Health at Work will focus on addressing the outbreak of infectious diseases at work, focussing on the COVID-19 pandemic. The aim is to stimulate national tripartite dialogue on safety and health at work. The ILO is using this day to raise awareness on the adoption of safe practices in workplaces and the role that occupational safety and health (OSH) services play. It will also focus on the medium to long-term, including recovery and future preparedness, in particular, integrating measures into OSH management systems and policies at the national and enterprise levels.

    The SafeDay report - In the face of a pandemic: Ensuring Safety and Health at Work  highlights the occupational safety and health (OSH) risks arising from the spread of COVID-19. It also explores measures to prevent and control the risk of contagion, psychosocial risks, ergonomic and other work-related safety and health risks associated with the pandemic. The ILO Centenary Declaration adopted in June 2019 declared that "safe and healthy working conditions are fundamental to decent work”. This is even more significant today, as ensuring safety and health at work is indispensable in the management of the pandemic and the ability to resume work.

    Germany: Hygienekonzept für den Betrieb

    Am 16. April 2020 hat das Bundesarbeitsministerium den Sars-CoV2-Arbeitsschutzstandard veröffentlicht. Eine Frage, die viele Unternehmen beschäftigt: Welche Anforderungen sind mit Blick auf die nach Arbeitsschutzgesetz vorgeschriebene Gefährdungsbeurteilung zu erfüllen? So haben Bund und Länder am 15. April beschlossen, dass "jedes Unternehmen in Deutschland auch auf Grundlage einer angepassten Gefährdungsbeurteilung sowie betrieblichen Pandemieplanung ein Hygienekonzept" umsetzen muss.

    Was bedeutet das für den einzelnen Betrieb? Ist das Hygienekonzept eine zusätzliche Anforderung, die neben der Gefährdungsbeurteilung besteht? Müssen Unternehmen eine separate Dokumentation erstellen?

    Die Deutsche Gesetzliche Unfallversicherung (DGUV) stellt dazu klar: Um die rechtlichen Anforderungen zu erfüllen, reicht es aus, die Hygienemaßnahmen einzuhalten, wie sie im SARS-CoV-2-Arbeitsschutzstandard beschrieben sind. Ergänzt und konkretisiert wird der Standard von branchenspezifischen Hilfestellungen der Berufsgenossenschaften und Unfallkassen. Ein darüber hinaus gehendes "Hygienekonzept" als eigenständiges Dokument ist für die Betriebe nicht erforderlich.

    France Covid-19 : lancement d’une plate-forme d’entraide et de partage pour les entreprises

    Partager des bonnes pratiques et des retours d’expérience

    Les sujets peuvent concerner les équipements, l’organisation des chantiers, la gestion des préconisations sanitaires, la mise en œuvre opérationnelle, et toute information utile pour assurer la sécurité des professionnels en activité. Les professionnels peuvent partager des pratiques, des conseils, un retour d’expérience sous forme de fiches, affiches, photos, vidéos, documents et exemples de plans de continuité d’activité remplis, mises à jour de DU, des modes opératoires, des outils consignes...     VZ-Brazil: Coronavírus - Vida Saudável | Conteúdos produzidos pelo Hospital Israelita Albert Einstein

    Einstein is a Healthcare Company,  which has implemented many safety and health measures, all of which are based on WHO recommendations, instructions from the Brazilian Ministry of Health and on internal practices (developped by their Internal Infection Control Team).

    Since the beginning of the year,

    • A crisis Team is in place to plan and implement everything that need to be done to face the pandemic and protect Einstein's employees and patients.
    • Dedicated Forums with physicians are in place to take prevention decisions related to COVID-19 
    • The Communication Teams are disseminating prevention information, new rules and any other news related to COVID-19 
    • Einstein is assuring that teams and patients make useof all the PPEs and Equipment available.
    • several programms are compelmeting the efforts, ncluding a mental health programme, a safe behaviour observation programme as well as daily meetings for follow up measures.

    VZ: Thales Sac implementa medidas preventivas frente al Covid-19

    Una contribución de la Comunidad Visión Zero:

    THALESCORP SAC ha emitido un conjunto de medidas preventivas para proteger a sus empleados del Covid-19. Éstas se enumeran en una guía que también explica cómo se ha contenido el virus en otros países, los síntomas y las recomendaciones de medidas generales de higiene y distanciamiento físico con infográficos.

    Las medidas preventivas adoptadas para proteger a los trabajadores y detener la propagación del virus son las siguientes:

    • Proporcionar a los trabajadores información oficial del Ministerio de Salud.
    • Proporcionar a los trabajadores el material de higiene necesario (por ejemplo, jabón, etc.) en el lugar de trabajo.
    • Implemente todas las medidas necesarias en el lugar de trabajo que eviten la propagación del virus.
    • Si un trabajador presenta al menos un síntoma, se le aconseja quedarse en casa
      • Para esto, el empleador hará los arreglos necesarios para verificar la temperatura de los trabajadores.
    • Facilitar a los trabajadores el acceso a los centros de salud en caso de que tengan síntomas de Covid-19.
    • La limpieza de las superficies y del lugar de trabajo se intensificará.
    • No más apretón de manos al saludar o similar
    • Para el personal que visita a los clientes y entrega los suministros, la compañía les proporcionará máscaras faciales, guantes quirúrgicos y alcohol en aerosol.
    • Los trabajadores deben asistir a los talleres y charlas informativos relacionados con Covid-19 organizados por el empleador, y asegurarse de cumplir con las medidas necesarias para proteger su salud y la de los demás.
    • El trabajador debe presentar un certificado médico si se le ordena en cuarentena
      • Si se descarta el Covid-19 como la causa de los síntomas, entonces el empleador y el trabajador pueden acordar una compensación conjunta
      • Los trabajadores diagnosticados con Covid-19 tienen que quedarse en casa y no ir al lugar de trabajo.
    • Todos los contratos que estaban por vencer durante el período de cuarentena oficial se renovarán automáticamente.
    • Se han introducido turnos para cumplir con las medidas de distanciamiento social.
    • En algunos casos, los trabajadores pueden optar por pagar sus vacaciones pagadas
    • El teletrabajo se implementa para todos y no afecta la relación laboral ni el salario.
      • El empleador proporcionará a sus empleados todos los conocimientos necesarios para realizar tareas y tareas de forma remota
      • Los días y horas de trabajo siguen siendo los mismos.
    • Para los clientes, los plazos de pago se han extendido 30 días.
