In the Southern Africa region, extending coverage and access to benefits remains on the top of social security priority objectives. However, extension efforts are often hampered by a lack of knowledge of social security among the population, and in particular among workers in the informal sector. In this context, communication with stakeholders about the advantages of social security coverage as well as the related rights and obligations is a crucial part of coverage extension strategies.

To this end, social security institutions have developed specific approaches aimed at setting up a number of communication channels with the public as well as with various partners to reach out to difficult-to-cover groups, taking advantage of technological innovations.

In this context, the ISSA has developed a set of guidelines on communication by social security institutions, which provide professional recommendations, guidance and good practices.

This webinar will address the main innovative communication strategies and practices implemented by social security institutions to extend coverage to the informal sector.

This webinar will address the following questions:

  • What are the institutional prerequisites for professional and effective communication?
  • What communication channels and practices have proven to be particularly able to reach out to workers in the informal sector and guide their attitudes/behaviour with regard to social security?
  • What is the role of communication with broader stakeholders including professional representations, non-governmental organizations, and other relevant actors to extend social security coverage?
  • Has the COVID-19 pandemic led to innovations in communication, and how could these innovations be used to reach out to difficult-to-cover groups?
