Effective access to adequate health care is of primal importance for everyone and plays a crucial role in strengthening well-being and societal welfare. Owing to its importance, achieving Universal Health Coverage (UHC) for all constitutes a key target of the UN Sustainable Development Goals for 2030 – goal 3.8.

Nevertheless, most of the world’s population has no access to health care protection. This stems from underinvestment in public health care services and facilities, limited coverage of health care insurance programmes as well as inefficiencies in the management of available public health facilities and insurance programmes.  

While countries commit to enhance access to health care through improved investment in UHC and extending the coverage of social security protection through the introduction of health care insurance and adopting measures to minimise out-of-pocket cost, certain population groups including retirees, self-employed, workers in the informal economy and their families are precluded from existing health care programmes.

To support the agenda towards UHC, this webinar seeks to look at the specific risks and challenges faced by individuals constituting the so-called difficult-to-cover groups and to present feasible solutions based on experiences of ISSA member institutions in extending health insurance coverage.
