Technical Seminar on ICT Systems as enablers of improved social security service delivery and managerial performance will take place in Maputo, Mozambique from 28 to 29 March 2019. This Seminar is organized by the ISSA Liaison Office for Southern Africa and hosted by the National Institute of Social Security (INSS) of Mozambique.

Introduction

In recent years, social security organizations in the Southern Africa region have taken visible action to extend social security coverage, ease access to benefits and improve service quality adopting a client-oriented approach. Use of information and communication technology (ICT) including mobile phones was key in this endeavour. The need to reinforce the role of ICT in the operation of social security institutions is greater than ever. Nonetheless, ICT systems often entail high costs and are not without risks. Furthermore, they should be in line with the actual needs of the populations and the financial capacities of the social security institutions.

Being well aware of these challenges, the ISSA has developed Guidelines on Information and Communication Technology (ICT). These Guidelines identify solutions and required resources to improve the governance and management of ICT-related activities and provide guidance to support social security institutions in using key ICT technologies.

Objectives

The aim of the Technical Seminar is to identify the impact of ICT on managerial performance and social security service delivery.

The ISSA Technical Seminar will focus on:

  • Service quality;
  • Allocation of resources to ICT (Software development and application management);
  • Implementation of  electronic-based services.

The working languages will be English and Portuguese and simultaneous interpretation will be provided.

Practical arrangements

The Technical Seminar will take place at the Hotel Cardoso in Maputo, Mozambique. Transportation to the hotel and back will be arranged by the host organization. The working languages will be English and Portuguese and simultaneous interpretation will be provided.

Visa information

Participants are responsible for their own visa and vaccination requirements. All visitors to Mozambique must hold a passport that is valid for at least six months from the date they are entering the country.
