ISSA Guidelines: Information and Communication Technology

Who can participate:
Senior managers, programme/project managers and senior experts from ISSA member organizations with responsibilities on information and communication technology (ICT) related functions.
What are the specific goals of this Academy workshop?
The specific goals of this workshop consist of identifying approaches to increase the coordination between social security institutions particularly by reusing and sharing ICT assets (e.g. information models, architectures, services and software) as well as by exchanging and sharing operational data.
To this, the workshop will discuss experiences and solution approaches on key aspects such as: ICT strategies, planning and architectures for social security, interoperability and data security techniques, as well as user identification and authentication, automatic enforcement of different kind of regulations (e.g. social security, data protection, etc.).
These issues are addressed in the following ISSA Guidelines on Information and Communication Technology:
- Strategy, planning and innovation prospective (guideline 3) and Operationalizing social security functions through ICT (guideline 4);
- Interoperability focusing on data exchange: interoperable systems, middleware-based platforms and shared resources (guidelines 21 to 26);
- Data security and privacy (guidelines 27 to 33);
- ICT-based implementation of international social security agreements (guidelines 52 to 69).
How to participate:
Your organization should have started to implement the ISSA Guidelines on Information and Communication Technology. To tailor the workshop to what you and your organization need, please submit a statement of purpose endorsed by your organization, using the online form provided by the ISSA.
How many can participate:
A member organization may send no more than two participants to a workshop. A workshop needs a minimum of 12 participants and will accommodate no more than 18 in order to have sufficient depth, diversity and time for exchange.
Why Academy workshops are different:
The content of the workshop is shaped by the challenges in the statements of purpose of the participants. The workshop will focus on learning and identifying options and alternative strategies by means of moderated exchanges as well as targeted inputs by a high-level ISSA accredited expert. As a concrete outcome of the workshops, participants will prepare a summary of the key takeaway messages and collection of solutions of particular relevance to their institutions. This will enable participants, upon their return home, to develop plans and measures to respond to the challenges outlined in their statements of purpose.
Is there a fee for participating in ISSA Academy workshops?
ISSA Academy workshops are open to all member institutions without a registration fee. In accordance with the Association's practice, travel, accommodation and meals of participants are to be covered by their respective institutions.

The ISSA Guidelines on Information and Communication Technology are dedicated to the use of information and communication technology in social security institutions. As institutions turn to ICT, the goal is the development of solutions that enable them to accomplish their mission, providing high-quality services, satisfying stakeholders and improving efficiency of key processes. Moreover, the challenges resulting from social security's permanent evolution require a more intensive and sophisticated use of technology in the social security domain. It is however widely recognized that the complexities of ICT systems are increasing but do not always fulfil business results expectations. In addition, the quick evolution of products and their interrelationship can impact negatively on the stability of business processes. These Guidelines constitute a tool to tackle these issues.

The ISSA Academy provides practical training and hands-on support for social security administrations. The ISSA Academy workshops are a key element of the member support offered by the ISSA Centre for Excellence in Social Security Administration.
