ISSA Guidelines on Return to Work and Reintegration

Return to work is one of a number of cross-cutting social security issues, including the prevention of disabling injuries and illnesses and broader health promotion efforts, which together are part of a proactive approach for social security systems. The ISSA Guidelines on Return to Work and Reintegration address the question of how social security can work together with other stakeholders in order to support persons who are on sick leave from work, and who retain an attachment to a specific employer. The overall aim is to bring people back into active employment through various measures and support programmes. The Guidelines are applicable regardless of whether the reason for the sick leave absence is occupational or non-occupational. The Guidelines should be understood as a holistic tool for senior management in social security institutions.
