One key message of the recent ISSA Regional Social Security Forum for Europe is that social security institutions are undergoing profound transformations and must be increasingly agile and resilient. In order to ensure effective and reliable service delivery, support adaptations to social security systems in the context of demographic and labour market change and be innovative to meet new demands, social security institutions must rely on their most important pillar: their human resources.

The challenge for social security institutions is therefore to ensure appropriate human resource policies and management that go hand in hand with strategic institutional leadership and digital transformation objectives, and to adapt and grow human skills and capacities as well as organizational cultures in a dynamic environment. Concrete issues include meeting changing skills needs, recruiting and retaining staff in a highly competitive market for talents, empowering staff, managing a hybrid work context oscillating between face-to-face and telework, openness to overcome silos within and between organizations, and ensuring an organizational culture dedicated to excellent service through change and innovation.

The ISSA European Network webinar on human resources will take stock of the current challenges regarding human resource management in European social security institutions and discuss emerging strategies and responses. Discussions will be inspired by a preview of the ISSA Guidelines on human resources management that are currently being developed and will be published at the World Social Security Forum (Marrakech, Morocco, 24-28 October 2022).
