The COVID-19 pandemic acted as a stress test for social protection and health systems. It revealed serious vulnerabilities and gaps in the health systems of many countries, and highlighted the importance of building more resilient health systems that would be able to absorb and effectively respond to similar shocks in the future.

In addition, health systems should be built to respond to societal challenges in a dynamic context of ageing societies, increasing long-term care needs, changing disease patterns, health technology development and financing concerns.

Accessibility, affordability, cost containment and health service efficiency are at the heart of reforms for improving social security coverage, benefits and services. Tackling unnecessary, inappropriate or non-compliant care is equally relevant in the current budgetary context.

Coordination between stakeholders in the social security system is more than ever required to increase the positive impact on resilience, and institutional readiness is essential to achieve this objective. Social security administrations need to be prepared and have the necessary capacity and risk management approaches to ensure continuity of service, rapidly upscale activities and deliver crisis benefits when needed, as part of integrated national responses.
