The first relates to the acceptance of ZUS as a state institution fulfilling tasks in the field of social insurance, the second - to ZUS' role as an employer. The ZUS Development Strategy for 2013-2015 is a continuation of the transformation process initiated under the previous strategy implemented in 2010-2012. There are more than 8,000 social insurance agencies at and above the county level in China, with nearly 180,000 staff, undertaking 1.99 billion individual service transactions annually. Due to historical reasons, many branch-based operational agencies follow different management and service standards, and do not even have a unified name.
