The institution establishes a working methodology for defining and programming its regulatory activities and, most importantly, for implementing and evaluating them. To this end, it draws up an action plan.
The action plan should be organized along the following lines. A regulatory plan should bring together all of the activities that help to ensure the sustainable operation of a health insurance scheme. The projects carried out within this framework should have an impact on expenditure and revenue, as well as on the behaviour of the various actors, while also taking technological developments into account. The aim of the regulatory plan should be to define the most effective care in terms of quality/efficiency.
