The ISSA Guidelines for Social Security Administration were prepared by the ISSA General Secretariat with the ISSA technical commissions.

The first version of the ISSA Guidelines on Good Governance was produced in 2008–2010 under the auspices of the ISSA Technical Commission on Organization, Management and Innovation (TC-OMI) chaired by Errol Frank Stoové of the Netherlands Social Insurance Bank (SVB) and the ISSA Technical Commission on the Investment of Social Security Funds chaired by Omar Al-Razzaz of the Social Security Corporation, Jordan. Expert support and contributions were provided by Alberto R. Musalem of the George Washington University, United States; Hugo Bertín of the University of La Plata, Argentina; and Roberto Calvo of the Universidad Argentina de la Empresa, Argentina.

The second version was produced in 2011–2013 under the auspices of the ISSA TC-OMI chaired by Adriana Lender of the Swedish Social Insurance Agency. Expert support and contributions were provided by Jan-Erik Hunn, Svenja Falk and Carmen Uys of Accenture.

The third version was produced in 2017–2019 under the auspices of the ISSA TC-OMI chaired by Mohammed Azman bin Aziz Mohammed of the Social Security Organisation of Malaysia. Expert support and contributions were provided by Pablo Souto and Roberto Calvo of Ekompass SH of Argentina. Review, commentary and other inputs were provided by the ISSA Technical Commission on Statistical, Actuarial and Financial Studies, the ISSA Technical Commission on Information and Communication Technology, and the ISSA Technical Commission on Investment of Social Security Funds. Assia Billig, Benoît Long, Lena Larsson, Tanja Blomqvist and Raul Ruggia-Frick provided extensive comments and suggestions as did member organizations of the ISSA.
