The International Social Security Association (ISSA) and Rehabilitation International (RI) signed a cooperation agreement on specific activities on the occasion of the RI General Assembly held in Berlin, Germany from 4 to 5 November 2018. The cooperation agreement was signed by the President of the ISSA, Prof. Dr Joachim Breuer, and the President of RI Global, Haidi Zhang.
As one important objective for cooperation, the ISSA and RI will seek to offer mutual support for key international events, such as the ISSA World Social Security Forum 2019 and the RI World Congress 2020, to be held in Aarhus, Denmark.
Another important objective is to promote international adherence to the human rights principles affirmed in the UN-Convention on the Rights of Persons with Disabilities (UN-CRPD). Of utmost significance, Articles 25–28 assert the need to recognize the human rights of persons with disabilities to access to health care, work, employment, adequate income protection and social protection. In this regard, the ISSA President emphasized the continuing engagement of social security institutions to meet this goal.
The ISSA is committed to supporting the objectives of RI. This is demonstrated at the highest level by the ISSA Guidelines on Return to Work and Reintegration and its report on the Return on Work Reintegration. The ISSA President reaffirmed this commitment by underlining that “investments in rehabilitation measures are beneficial for employers, social security schemes and society as a whole”.
Through exchanges on appropriate means for the promotion and implementation of rehabilitation measures, the ISSA and RI seek to benefit from one another’s experience and build greater synergies in their respective work programmes.
