The ISSA Technical Seminar on error, evasion and fraud in social security systems will take place in Mahé, Seychelles, 2–3 April 2020. This seminar is organized by the ISSA Liaison Office for Southern Africa and hosted by the Seychelles Pension Fund (SPF).

Introduction

In an era of increasing demand for transparency and growing public expectations, social security administrations are seeking ways to improve their strategies in the field of eradicating error and combating evasion and fraud in order to ensure financial sustainability of their social security schemes and restore trust in social security organizations.

The ISSA has recently developed the ISSA Guidelines on Error, Evasion and Fraud in Social Security Systems. These Guidelines identify administrative solutions to better combat error, evasion and fraud (EEF).

In line with these ISSA Guidelines, the seminar seeks to respond to some crucial questions:

  • What are the impact of evasion and fraud on the financial sustainability of social security systems and on the extension of social security coverage?
  • What are the new approaches to combat the error in the identification and information of the beneficiaries for the determination of rights?
  • How to prevent fraud and evasion in the declaration of workers, the determination of reference earnings, and the payment of contributions?

Objectives

The aim of this Technical Seminar is to debate and exchange knowledge and experiences on effective and efficient social security contributions collection strategies and mechanisms that combat and prevent error, fraud and evasion.

Practical information

This Technical Seminar will take place at the Savoy Seychelles Resort and Spa, Mahé, Seychelles, 2–3 April 2020 and is open to ISSA member organizations from Southern Africa and invited guests. The working language is English. The provisional agenda, registration and hotel reservation forms are available on this website. Each delegate from your organization should fill out a registration form and return it by 1 March 2020 to the person indicated therein.
