The ISSA Liaison Office for Southern Africa is organizing a Technical Seminar on the theme of "Improving contribution collection and compliance to strengthen social security financing", from 13 to 15 May 2015, in Victoria Falls, Zimbabwe. The Technical Seminar will be hosted by the National Social Security Authority of Zimbabwe.
Social security administrations need effective contribution collection and compliance systems as they play a pivotal role in ensuring the financial sustainability of social security. Understanding the causes for ineffective contribution collection is important, not only to improve contribution collection, but also for structuring social security reforms.
The ease of contribution collection is directly related to the design and the perceived value of the benefits, and therefore the first step in improving compliance is modernizing the institutional arrangements.
The ISSA has developed Guidelines on Contribution Collection and Compliance. These Guidelines address the complexities of implementing an effective and efficient contribution collection and compliance system with a view to identifying solutions and sharing the lessons learned. The aim of these Guidelines is to provide an international standard and reference point for the management of contribution collection and compliance activities in social security institutions with these functions. The main goal of the Guidelines is to assist institutions to address the challenges of good governance and management, and to promote effectiveness and efficiency in social security contribution collection and compliance.
The Technical Seminar will provide a platform for some 50 social security professionals from ISSA member organizations in the Southern African region to share knowledge on:
• Legal basis for compliance.
• Contribution collection challenges.
• Business processes to ensure efficient and effective collection.
The Technical Seminar is open to ISSA member organizations in the Southern African region and the working language is English.
