Technical seminar: Preventing and combating error, evasion and fraud in social security in North Africa

This technical seminar on the fight against error, evasion and fraud in social security is being organized in collaboration with the Liaison Office for North Africa, and hosted by Algeria's social security institutions, notably the National Social Insurance Fund for Employees (Caisse nationale des assurances sociales des travailleurs salariés), the National Social Security Fund for Non-Salaried Workers (Caisse nationale de sécurité sociale des travailleurs non-salariés), the National Retirement Fund (Caisse nationale de retraite) and the National Fund for Paid Leave and Weather-related Lay-offs in the Construction, Public Works and Hydraulics Industries (Caisse nationale des congés payés et du chômage-intempéries des secteurs du bâtiment, des travaux publics et de l'hydraulique).

Social security systems play a key role for individuals and societies. Achieving the objectives of social security depends on reliable funding, compliance with legal regulations, solidarity and trust. Fraud in contributions and benefits, and the evasion of contributions jeopardises social security systems and constitute a major risk to their financial viability and social sustainability.

The ISSA has drawn up Guidelines on combating error, evasion and fraud in social security systems, which constitute a high-level reference point for the management of this area by social security administrations.

Referring to the ISSA Guidelines on Error, Evasion and Fraud in Social Security Systems, the ISSA Guidelines on Contribution Collection and Compliance, and drawing on recent experiences in the region, this seminar will address innovative strategies and approaches by social security institutions related to the following issues:

  • What are the main challenges and risk factors facing social security institutions in North Africa in terms of preventing and combating error, evasion and fraud in the collection of contributions and the payment of benefits ?
  • What new measures and strategies have social security authorities in the region recently introduced in this area, and what have been the main lessons learned?
  • What is the role of technology and collaboration with other players and stakeholders, including financial institutions and tax authorities, in developing innovative approaches? To what extent is the interoperability of systems crucial to this?
  • How can training and capacity building, on the one hand, and raising public awareness by developing a social security culture, on the other, improve collection and strengthen the fight against evasion and fraud in contributions and benefits?

The technical seminar will be held in French and Arabic. Simultaneous interpretation will be provided in both languages. It is open to representatives of ISSA member institutions from North Africa, French-speaking Africa and the Arab world, as well as to invited participants. There is no registration fee for ISSA members.
