ISSA Workshop: Error, Evasion and Fraud in Social Security Systems

16–18 November 2022 | LivingstoneZambia

Do you want to apply coherent policies to detect and prevent error, evasion and fraud? Do you want to find out about strategies and approaches that guarantee the proper use of resources? Join this ISSA Workshop and tap into the expertise of the International Social Security Association (ISSA) and its member organizations.

Guidelines: ISSA Guidelines on Error, Evasion and Fraud in Social Security Systems

Region: Open primarily to ISSA member organizations in Southern Africa

Language: English

Who can participate?

Senior managers, programme managers and senior experts from ISSA member organizations that are involved in the management, design, implementation and evaluation of social security services related to error, evasion and fraud (EEF).

What are the goals of the workshop?

The workshop will provide practical hands-on support for professionals of social security administrations related to EEF. Participants will exchange knowledge and experiences on strategies and mechanisms that effectively and efficiently combat and prevent EEF in social security systems.

Social security institutions are at different stages in developing strategies and involve different techniques to reinforce their processes. Such techniques should be used in a comprehensive matter and should include all their functions (contribution collection, distribution of benefits and support functions). Investing in effective anti-fraud policies and procedures, and appropriate communication of their results, is essential to building trust in social security institutions and creates a positive spill-over effect.

The workshop will use as a reference the ISSA Guidelines on Error, Evasion and Fraud in Social Security Systems. Under the supervision of an accredited expert, participants will explore solutions and strategies together with colleagues from other institutions and countries. The aim is to support social security institutions in improving service performance through implementing administrative solutions to better combat EEF.

How can you participate?

When you register, you will be asked to fill out the online form “Issues to be addressed”. In this form, you are asked to write down the challenges you and your organization are facing related to error, evasion and fraud. The content of the workshop will be shaped by the issues that participants provide.

During the workshop, the participants will develop key takeaway messages together with possible strategies. This approach enables the participants to develop ideas and measures to respond to the challenges outlined at the outset.

Each member organization may send no more than two participants to the workshop. A workshop needs a minimum of 12 participants and will accommodate no more than 25 participants.

The workshop is organized in cooperation with the ISSA Liaison office for Southern Africa and the National Pension Scheme Authority of Zambia, and is open to delegates of ISSA member institutions in the region, without registration fee. Costs for travel, accommodation and meals are to be covered by your institution.
