A Technical Seminar on dynamic social security as a key condition for inclusive societies and economic growth will take place in Livingstone, Zambia, from 16 to 18 March 2016. This seminar is organized by the ISSA Liaison Office for Southern Africa and hosted by the Ministry of Labour and Social Security of Zambia.

Introduction

Access to social security is a human right and social security is essential for individuals, societies and economic progress. Important progress in social security development can be observed in recent years in Southern Africa. Much of this progress is due to strengthened political commitment to extend social security coverage and the proactive role of social security institutions. However, an important part of the population is still not covered by any social security protection. Globalization, demographic changes, changes in the structure of international and domestic labour markets, technological innovations, changing family structures and increasing client expectations create major challenges for existing social security schemes.

Dynamic social security refers to social security systems that are accessible, sustainable, adequate, socially inclusive and economically productive, and that are based on performing, well-governed, proactive and innovative social security institutions. The vision of promoting dynamic social security ties social security improvements to the capacities and performance of these institutions.

Dynamic social security systems are powerful tools to provide social security, to prevent and reduce poverty and inequality and promote social inclusion and dignity. Participation of all members of society is essential. Responding to the needs of vulnerable groups, such as the poor and marginalised, youth and the elderly through developing relevant policies is essential.

All visitors to Zambia must hold a passport that is valid for at least six months from the date they are entering the country.

The Technical Seminar is open to ISSA member organizations from the Southern Africa region and invited participants only. The working language is English.
