ISSA European Network Technical Seminar on Efficient e-services in social security

The ISSA European Network (IEN) organized a technical seminar on efficient e-services in social security, in Warsaw, Poland 24-25 May 2012. The seminar was hosted by the Polish Social Insurance Institution (ZUS).

Efficient e-service is contemporary challenge for many European social security systems and can produce significant changes to organizations and their relations with clients and partners. It allows for the provision of public service at a high level with greater accessibility and also improves the image of public organizations as customer friendly institutions. Efficient e-service reduces administrative costs both for institutions themselves and their customers. E-services are also expected to become more and more popular given demographic changes (increasing technological awareness among social security institutions’ clients), rapid technological developments (common use of mobile devices, new authentication techniques) and political expectations of implementing measures of effectiveness taken from the commercial world and applied to the public sector. All these aspects are subjects of great interest to many public institutions of social security in Europe given the opportunities and challenges they imply.

The main objective of the Seminar will focus on how Internet-based social security services merge with government systems in general to improve effectiveness and efficiency. The Seminar will include a review of the present e-services available in Poland, comparison with e-services in other European countries, future perspectives and opportunities and challenges for successful e-services. It will also include topics related to techniques designed to support e-services, interaction with citizens (i.e. mobile devices, social web), communication between institutions (i.e. digital signature, interoperability platforms) and related regulations.

The key questions which will be addressed during the course of the Seminar include:

  • What are the success factors for the implementation of e-services in social security?
  • How can institutions address the opportunities and challenges of emerging trends, like enabling access through mobile devices and interaction through social web?
  • Specifically, how can they assure adequate levels of security and gain customers trust, while maximizing quality and effectiveness of citizen service?

The working languages of the Seminar will be English and Polish.
