The National Office of Social Insurance (NOSI) of the Republic of Moldova is an innovative and modern authority, which enjoys high level of public trust and guarantees quality public services in the event of certain social risks, the application of technologies based on the interoperability of systems is one of the key elements for the development and provision of services to beneficiaries.

In the interaction with citizens, the National Office of Social Insurance (NOSI) of the Republic of Moldova, aiming to provide qualitative, innovative and modern public services, has implemented the governmental electronic payment service (MPay) – an efficient, reliable and modern software solution for the distribution of social benefit payments.

The MPay government e-payment service is used as a unique mechanism for the payment of social benefits and allows citizens to receive payments by any legally available payment method.

The Information Technology (IT) industry was a productive industry, due to facilities granted to IT companies in the payment of social security contributions and income tax. As a result of a study, it was concluded that the creation of IT parks will contribute positively to the development of the IT sector.

The regulatory framework for IT industry parks was developed and approved. We mention the single sales income tax, which incorporated social and medical insurance contributions, as well as five other taxes and fees.

In order to ensure transparency in the process of the calculation and payment of social insurance contributions by the economic agents both for employers and employees, the National Office of Social Insurance (NOSI) launched the programme of access to the current account of the insured people and employers.

Through this programme, the above-mentioned categories of users can access online the current account of the insured person/employers and verify the accuracy of calculated and paid contributions.

The procedures of financial management and control will minimize the risks of realization of objectives of the public institution through the control of the legality, periodicity and compliance of the operations, identify the gaps of the system which generated the errors, the poor and fraudulent management, and present suggestions in order to remedy the inefficient rules and procedures.

The Republic of Moldova is one of the major source countries of migrant workers in Europe. It is estimated that over 1 million Moldovans are migrant workers working all over Europe and beyond. In these circumstances, ensuring the equality of treatment in social security for migrant workers is of critical importance. To protect the rights of Moldovan migrants, the authorities of the Republic of Moldova have taken steps to conclude bilateral agreements on social security with the main destination states of Moldovan citizens working abroad.
