In the CARAs, an educational experiential and reflective strategy has been developed, which is managed for and by adolescents and which goes beyond the traditional health care approach, in order to consolidate the health care attitudes and practices of adolescence that will have repercussion for the adolescent in adult life: for the adolescent, the adolescent 's environment and for society.

Two of CARAs strong points are the active participation of young people and the cost-effectiveness of the strategy.

China is one of the developing countries with the largest population in the world. It is one of the most pressing priorities for the Chinese social security to further expand its scope of coverage and allow more people to have access to social security. In recent years, the Chinese government has, through reform initiatives such as improving legislation, increasing budget allocations, enhancing enforcement inspection and upgrading management and service, extended proactively the scope of social insurance coverage and given an increasing number of people access to social security.
