Control of technical expenses through a pension enrollment operation and distribution of biometric cards

Since April 2014 the Social Insurance Institute - State Employees' General Retirement Fund (Institut de prévoyance sociale - Caisse générale de retraite des agents de l'Etat (IPS-CGRAE)) has been the object of a major reform which aims notably to ensure continued improvements in the quality of services provided to insured individuals by monitoring beneficiary populations and ultimately, reducing the technical expenses of the Institute.

The IPS-CGRAE decided to acquire a reliable and secure information system in order to provide a quality service and above all to improve benefit management. This would limit attempts at fraud and improve the reliability of benefit management through the use of a comprehensive, reliable and secure database.

Biometric identification is an innovative solution used at State level and by organizations responsible for organizing elections and access to social services or employment, for example. The IPS-CGRAE decided to use this technology to protect and increase the reliability of the pension database as well as expanding it. Individuals are now enrolled when the first benefit is paid and are then provided with a biometric pension card.
