Social security organizations are currently poorly rated online on search engines like Google or on employer assessment platforms. This is the case in many countries.

These poor ratings give the image of a degraded public service and can have repercussions on the recruitment process for new employees.

The aim of this experimental project, led by URSSAF Languedoc-Roussillon in France, is to set up a system to improve the e-reputation of social security organizations. It is based on a review management system and monitoring.

In order to meet the needs of families with disabled children aged 3–17 who wish to use mainstream optional and extracurricular childcare facilities, the Family Branch in France has set up ad hoc funding support. This support offsets the extra costs incurred by different facilities (such as disability training/awareness-raising for activity teams, additional staff, adapting and purchasing equipment, preparation, and coordination time, etc.).

Risk management is the process of identifying, analysing, accepting, mitigating or transferring uncertainty in investment decisions. Fund managers apply risk management by analysing and attempting to quantify the potential loss of an investment and then acting accordingly.

To help disabled people to be more independent, the way the Disabled Adult Allowance (Allocation aux adultes handicapés – AAH) is calculated was changed on 1 October 2023. We produced a video to offer support to those who receive the allowance. The communication methods used have been adapted to the target audience; as some recipients have hearing impairments, this video has been dubbed in French sign language (langue des signes française – LSF).

The URSSAF National Fund (URSSAF Caisse nationale) of France is currently carrying out a data science project aimed at evaluating the potential contributions of artificial intelligence on the production and quality of forecasts for the collection of social security contributions, necessary for its cash management.

Unédic (Unemployment Insurance) (Unédic (Assurance chômage)) in France launched its brand-new website on 18 October 2023. Accessibility has been put at the heart of the redesign, making information about Unédic and unemployment insurance even more accessible, in line with current regulation and standards, specifically for people with disabilities.

As part of the agreement on objectives and management signed with the State for the period 2023–2027 (COG), the French National Family Allowances Fund (Caisse nationale des allocations familiales – CNAF) wishes to bolster its innovations and progress in the area of community listening. The decision was therefore made to set up a “LabParentalité” (parenting lab) based on an initiative launched in the French Department of Isère.

To help parents and future parents find their way around the different services and support available to them in parenthood, an interactive tool on having children has been set up on the caf.fr website, which can be accessed from the “I’m expecting a child” (“J’attends un enfant”) page.

We see a close-up shot of the interviewee in a brightly coloured setting, who has to answer as many questions as possible straight into the camera in 90 seconds. Launched in 2022, the “All about my unemployment rights” (Tout sur mes droits Chômage) video series sees Alexandra Sabbe-Ferri, an employment lawyer and founder of the mesindemnites.com website, come together with an expert from France’s Unédic (Unemployment Insurance) (Unédic (Assurance chômage)).

Institutions are being transformed thanks to the integration of new technologies. This vision represents a corporate change with a social impact, reducing costs, simplifying processes and procedures, and raising awareness of the importance and benefits of this transformation.

The URSSAF National Fund of France, in partnership with the health, family and retirement branches, organizes the detection of self-employed workers in fragile situations. In fact, the analysis of individual situations shows that the identification of vulnerability in one particular area can lead to the identification of other weaknesses or needs, which require an overall approach on a medical, economic and social level.

The main role of the Innovative Digital Factory (Fabrique Digitale Innovante – FDI) is to lead digital processes within the Central Fund of Social Agricultural Mutual Benefit Societies (Caisse centrale de la mutualité sociale agricole – CCMSA) network in France. It intervenes after the initial design processes or as soon as a need is identified relating to a particular area (health, family, retirement, corporate, etc.).

In order to facilitate the management of social security cover for workers impacted by international professional mobility and to ensure compliance with the territoriality principle and the relevant exceptions, URSSAF National Fund (URSSAF Caisse nationale) has established a range of entirely digital services as part of its new responsibilities following a process of administrative reorganization. The service makes it possible in most cases to obtain a posted worker certificate (certificat de rattachement) instantly and securely.

Article 12 of Law No. 5508 on the Promotion, Protection of Maternity and Support for Breastfeeding establishes that maternity allowance should be paid to employed women by the social security scheme of Paraguay’s Social Insurance Institute (Instituto de Previsión Social – IPS). This amount is equivalent to 100 per cent of her salary at the time of delivery, and is paid for the prescribed months of rest. This used to be given to women in a single payment.

The National Serious Fraud Prevention Service (Service national de lutte contre la fraude à enjeux – SNLFE) of France’s National Family Allowances Fund (Caisse nationale des allocations familiales – CNAF) is an investigative service which supports the detection and handling of serious fraud. The Actuarial Advisory Office (Asesoría Actuarial) of the Social Insurance Institute (Instituto de Previsión Social – IPS) carried out an actuarial valuation of the Common Retirement and Pension Fund (Fondo Común de Jubilaciones y Pensiones). The valuation looks to comply with international best practices and observe the guidelines and standards of the International Standards of Actuarial Practice 2 (ISAP 2), and the ISSA-ILO Guidelines on Actuarial Work for Social Security, with technical support from the International Labour Organization (ILO).

One-off assistance grant, between 27 and 17 euros (EUR) per place and per day, paid to nurseries which had to close during lockdown as a result of the COVID-19 pandemic.

Immediately after the outbreak of the COVID-19 pandemic, subsequent lockdown and the closure of nurseries in March 2020, the National Family Allowances Fund (Caisse nationale des allocations familiales – CNAF) decided to create an exceptional support benefit for the nursery sector, in the face of the sudden lack of attendance, and thus, of income. The objective was to ensure the sustainability of the settings and prevent the lasting closure of childcare capacity as a result of the fall in activity during the pandemic.

In response to the major socio-economic impact of the COVID-19 crisis and France’s lockdown of 17 March 2020, the General Assembly of the Council for the Social Protection of Self-Employed Workers (Conseil de la protection sociale des travailleurs indépendants – CPSTI) decided, on 2 April 2020, to put the financial reserves of the Compulsory Supplementary Old-Age Pension for the Self-Employed (Retraite complémentaire vieillesse obligatoire des indépendants – RCI) to unprecedented use in establishing its special RCI CPSTI COVID-19 aid.

Like most of the world’s countries, Paraguay has adopted lockdown measures to prevent the spread of COVID-19. These steps taken by the government have impacted the productive sector, leading to mass suspensions of employment contracts for persons insured with the Social Insurance Institute (Instituto de Previsión Social – IPS) of Paraguay.

France’s Council for the Social Protection of Self-Employed Workers (Conseil de la protection sociale des travailleurs indépendants – CPSTI) was created in 2019.

The internal monitoring and control of its activities is entrusted to the general scheme social security bodies (the branches working on old age, sickness and social security collection) and is based on the organization, reference systems and control plans of each branch.

Since 2020, France’s Family Branch has been committed to simplifying and harmonizing its funding for children and young people. Comprehensive Territorial Agreements (Conventions territoriales globales – CTG) are being put in place across the board and, in parallel, it is rolling out a new funding model, the territorial bonus payment. Any facility located in an area covered by a CTG and supported by local authorities that have signed a CTG will receive this territorial bonus payment. The amount varies according to the wealth of the area and its population.

France has set up a public service for the financial intermediation of maintenance allowances managed by the Agency for the Recovery of Unpaid Alimonies (Agence de recouvrement et d’intermédiation des pensions alimentaires – ARIPA), also referred to as the “Public Service for maintenance allowances” (Service public des pensions alimentaires), which includes Family benefits funds (Caisses d’allocations familiales – CAF) and Agricultural social mutual funds (Caisses de mutualité sociale agricole – MSA).

This action consisted, during the period of lockdown due to the COVID-19 pandemic, in setting up, remotely, a communication strategy via digital technologies aimed at the IT specialists of the National Family Allowances Fund (Caisse nationale des allocations familiales – CNAF).

In 2019, the National Occupational Union for Employment in Industry and Commerce (Union nationale interprofessionnelle pour l’emploi dans l’industrie et le commerce – Unédic) chose the path of socially responsible investment (SRI) in a bid to better guarantee funding for targeted projects and provisions, and to measure their social and environmental impacts.

In order to help the employees of the National Family Allowances Fund (Caisse nationale des allocations familiales – CNAF) cope with the various problems caused by the COVID-19 pandemic, measures were quickly put in place at the start of the health crisis and have been continually updated.

They were designed to assist employees in dealing with the various problems caused by the COVID-19 pandemic, including lockdown. They included counselling, support in the form of webinars and upbeat articles, and surveys to regularly assess employees’ psychological state.

In order to provide support and help to parents to occupy the days of their children during lockdown, the National Family Allowances Fund (Caisse nationale des allocations familiales – CNAF) created in April 2020 a new free online offer called “My leisure centre at home” (Mon accueil de loisirs à la maison).

Paraguay’s Social Insurance Institute (Instituto de Previsión de Social – IPS) used to make sick leave payments at its administrative offices, which had associated administrative costs and meant beneficiaries had to visit the IPS service counter in person.

The “Birth Pathway: support for future and new parents” was introduced to help parents deal with the administrative procedures linked to a child’s arrival and health, and find out about family benefits and various types of assistance to which they may be entitled.

Families can use a single website (https://www.mesdroitssociaux.gouv.fr) to access information on their benefits as new parents that are provided by the various social protection bodies.

The Family Benefit Funds (Caisses dallocations familiales – CAF) offer the possibility to carry out most of their procedures in digital format. Aware that the access to online administrative procedures is uneven depending on the audience, the CAF has implemented various actions to promote the digital inclusion of people.

Initially, in the absence of any technological application that could support the collection, distribution and payment system of the Dominican Republic’s social security system (sistema dominicano de seguridad social – SDSS), the Social Security Treasury (Tesoreria de Seguridad Social – TSS) created an in-house solution, the Single Information and Collection System (Sistema Único de Información y Recaudo – SUIR).

The transparency and accessibility of public information held by the Dominican Republic’s Social Security Treasury (Tesorería de la Seguridad Social – TSS) is an important factor. Through the implementation of Business Intelligence (BI) tools to analyse and visualize open data, we have made it possible for citizens that use our services to consult the information in a practical and simple way, wherever they are.

Bringing public services closer to citizens is a question of equality and social cohesion. In some areas, service users have the feeling they have been left behind. To combat this feeling, the State has joined forces with nine operators, including social security operators, to set up new local “France Services” reception centres.

This allows service users to receive the necessary support with their administrative procedures in one place, which can be reached in less than 30 minutes.

The arrival of COVID-19 disrupted our lives and organizations. It also showed the full capabilities of the French social security system to adapt in order to continue its mission of public service, in particular to the most vulnerable.

To help refugee families integrate and facilitate their access to services while breaking down cultural barriers, a series of videos, including testimonials, have been produced on pre-school childcare facilities, out-of-school facilities for schoolchildren, socio-cultural centres and parental support.

In 2014, the occupational health and safety department of France’s National Sickness Insurance Fund (Caisse nationale de l’assurance maladie – CNAM) launched a programme initially entitled “Fall Risks in the Building and Public Works Sector” (Risques Chutes Pros Bâtiment et Travaux Publics – BTP) which was later renamed the “BTP Sectoral Programme” (programme sectoriel BTP) and expanded after 2018. In order to encourage the use of childcare arrangements of choice for children under the age of six, the Family Benefit Funds (Caisse d’allocations familiales – CAF) pay families a benefit: the childcare supplement (Complément de libre choix du mode de garde – CMG). This benefit is granted by refunding part of the wages paid by the family to professionals caring for a child under six years of age.

In 2008, the French authorities created the legal status of “auto-entrepreneur” (small-scale sole trader) with a view to simplifying and promoting free enterprise within an ultra-streamlined fiscal and social security framework.

Occupational chemical hazards involve exposure to or use of one or more dangerous chemicals, some of which are carcinogenic. Illiteracy affects adults in France who have been to school but who have not sufficiently mastered basic competences in reading and writing to be autonomous in everyday situations. Seven per cent of people in France aged between 16 and 63 are in situations of illiteracy: 2.5 million people.

The Agency for the Recovery of Unpaid Alimonies (Agence de recouvrement des impayés de pensions alimentaires – ARIPA), set up in January 2017, ensures the recovery of outstanding (unpaid) child maintenance.

ARIPA can advance family support benefit to a lone parent or foster parents who should be receiving alimonies. It advises and supports parents going through separation. Its website provides practical and legal information and offers the possibility of simulating maintenance amounts based on a national scale as part of amicable proceedings.

A Web Walker is a professional (community worker, educator, etc.) of the National Family Allowances Fund (Caisse nationale des allocations familiales – CNAF) who works with an institution dealing with young people.

As an extension to their duties with the institution, they have a mandate from their employers to create links with young people on social media. Every Web Walker has his or her own individual social media profile with a photo and the name of the institution.

Visiocont@ct is a video-conference appointment service that allows users to discuss their situation with an advisor from the Family Allowance Fund (caisses d’Allocations familiales – CAF) without having to travel to a CAF office.

The appointment is held by an advice manager at the CAF, with the user located at home or anywhere they like, on a tablet, smartphone or PC. The appointment can also be held at the premises of a CAF partner organization for people who do not have the equipment or are not at ease with IT technology.

For two days and a night (36 hours non-stop), 17 teams (70 people in all) from the public sector and with volunteer staff from Family Allowances Fund Offices worked on (open) data made available by the Family Allowances Fund to discover how this data could be used for the benefit of the public.

This collective intelligence exercise, which was carried out non-stop under time constraints, delivered high-quality results and met a wide variety of objectives.

The move by the Family Department to establish a policy for young people that is clearer, more coherent, better adapted to real needs and aligned with the actions of all stakeholders involved in this area, has resulted in the implementation of innovation methods derived from “design thinking”.

Roll-out of an online auto-diagnosis tool “DIAGNEO SANTE ET SECURITE” for entrepreneurs in small and medium-sized enterprises for the management of health and safety. It makes it possible to draw up a report on the quality of strategic decisions, the evaluation of risks, the implementation of prevention plans, and the entrepreneur’s capacity to engage with employees.

Extending social security coverage to people who do not have it is a priority. This concerns people falling outside the social security systems in many countries. In France, the problem also involves people not claiming the benefits to which they are entitled. This is what is known as the non-take-up of benefits.

Unclaimed social benefits undermines the effectiveness of public policy, equal access to rights for everyone and the fight against poverty.

Since 2014, the Family branch of the social security authority has been organizing a structured approach to management and cooperation in order to develop services suited to the needs of families and to combat disparities between different geographical areas:

Musculoskeletal disorders (MSDs) account for 88 per cent of recorded occupational diseases in France (almost 45,000 cases). Every year, there are also 70,000 handling accidents in the workplace that result in lower back pain and at least four days off work. Most of these MSDs are concentrated in a few sectors, namely personal assistance and care, construction, mass retailing, the food industry, the metal industry, cleaning, and transport logistics.

The consequences of these disorders can be serious for both employees and companies.

In France, the National Occupational Union for Employment in Industry and Commerce (Union nationale interprofessionnelle pour l’emploi dans l’industrie et le commerce – Unédic) is a joint body, governed by representatives of employee unions and employers’ organizations. The Family Branch mediation service was created in 1991. In addition a mediator has been assigned to each of the 102 Regional Family Allowances Offices since 2012.

An external independent mediator will be appointed by the National Fund for Family Allowances (Caisse nationale des allocations familiales (CNAF)) in 2016.

In cases where there is a lack of understanding or difficulties accessing rights, the mediation service ensures a fair outcome that is clearly understood by users.

The Dominican Republic’s Social Security Treasury (Tesorería de la Seguridad Social – TSS) has implemented a quality management system (QMS) based on the ISO 9001 international standard, which is a management tool based on the Deming Cycle and continuous improvement (plan-do-check-act). PRADO (Programmes d’accompagnement du retour à domicile après hospitalisation) is a program that aims to shorten the length of hospital stays to meet the needs of patients who wish to return home sooner. It is means of reducing the average hospital stay, in order to improve cost efficiency in hospitals and the quality of overall patient care.

The Insurance Scheme for the Self-Employed (RSI) handles the compulsory coverage of health, maternity, disability, death, old-age and survivors’ insurance for non-agricultural self-employed workers conducting their activities in France. It is responsible for the collection of statutory social security contributions.

Inspired by other countries' experience with disease management, the general health insurance scheme designed the Sophia programme to address two main objectives:

In 2004, the Ministry for Social Affairs launched a study between the various bodies to define the joint rules applying to the interoperability of information systems. This study resulted in the definition of the INTEROPS standard in 2008. In principle, this standard is based on trust between the bodies. It is intended for officials working for the bodies and offers a secure system of extension of access and authorization rights and guarantees traceability. The aim of the measures concerning pension information rights is to ensure that each person who belongs or has belonged to one or more compulsory retirement schemes is provided with regular and full information.

The CNAVTS practice is designed to enable all insured members to receive information on their pension rights in the form of a global estimate for information or a personal statement of account, depending on their year of birth.

Community centres provide local and a place for people belonging to different generations and social categories to meet.
