Promotion of Sustainable Employment -
Guideline 30. Measures to support the active inclusion of people excluded from the formal labour market

The competent institutions develop and implement an integrated strategy for the active inclusion of people excluded from formal employment – a strategy combining a minimum level of income support and access to social services with measures to ensure quality of employment. Policies of active inclusion should seek to facilitate the integration of every individual who is able to work into lasting and high-quality employment, and to provide sufficient income to those who are not able to do so on a consistent basis. To achieve this, the competent institutions must ensure that employment integration is not impeded by the existence of social assistance benefits, so as not to perpetuate an individual’s exclusion from the formal labour market.
