Data sharing plays a crucial role in implementing social programmes. It facilitates institutions’ access to essential data, such as beneficiaries’ personal and family information, benefits provided, employers’ data and contributions paid.

By enabling effective access to the most reliable data sources, data sharing practices increase the efficiency and quality across programme design, implementation and evaluation. Furthermore, it provides a means to control, monitor and tackle fraud by cross-checking data.

Despite the number of successful inter-institutional data sharing experiences, implementing these remains challenging, due to the complexities of applying technologies, such as Interoperability and Data Management.

In the implementation of data sharing between institutions there are also considerations to be made in terms of defining and bounding the scope of data to be shared, determining quality levels of data and their accessibility, checking compliance with legal obligations and data protection regulations, to name a few.
