More and more countries are making social protection a priority and extending health coverage to all populations. Providing universal health coverage (UHC) means developing basic, quality and accessible health services. This requires building confidence across the population through an ongoing process of social dialogue and concerted strategies involving multiple stakeholders (the State, social security and social assistance institutions, social partners, civil society, private insurers). To ensure the continuity of entitlements, public confidence is vital as it improves acceptance of contribution payments and strengthens support for public health policies.

Further, regulatory mechanisms and legal frameworks are needed to strengthen health coverage. These must foster the quality and accessibility of the health care services and products, ensure financial stability in a context of ever-increasing expenses linked to chronic diseases and population ageing, promote innovation and ways to manage shock such as COVID-19. While many countries have quickly set up health coverage for their population in the context of the pandemic, they sometimes lack tools and references to build a robust offer, with controlled financing and accessible to the entire population.

To support member institutions in this area, the updated ISSA Guidelines on administrative solutions for coverage extension include a new chapter specifically devoted to the regulation of health coverage.

Join us for this ISSA Webinar, the first of a series on various aspects of the regulatory aspects of health care and how they can be used to improve health coverage.
