Transparency is one of the five core principles of good governance for social security institutions in the ISSA Guidelines on good governance. It is about ensuring the availability and accessibility of accurate, essential, and timely information to ensure stakeholders are well informed of the true state of social security programmes and how they are being managed. It also sets the basis for providing objectivity in the performance review of programmes, and promotes a core set of corporate values such as integrity, excellence and respect for individual rights.

Giving visibility to objective verifiable information on the strengths and challenges of social protection programmes is therefore fundamental to ensure accountability and foster public trust. This is why new information access mechanisms have been developed in social security. Institutions have established new approaches, including communication strategies that have helped engage internal and external stakeholders, supporting the vision of broader and participative social dialogue.
